Zero points applied but listed in DNSBL?

Here are two examples of emails that have a zero point score applied but are listed at a DNSBL.

Why are these emails getting "0" for a score when they're my rules say to apply 35 points?

I've been working on this problem all day.

I've tried reinstalling, hand editing, and using the configuration utility without any luck.

How are the rest of you doing?

ORFilter is detecting many hits that should be going to the Spambox but are getting delivered instead because of the scoring.
