ipblacklist and smtpblacklist don't seem to work.

Hey.  Is this a bug or something?  I've been doing many tests trying to just make either ipblacklist or smtpblacklist under customlists to work.  Does anyone have any proof that this function works?  I can definitely tell you whitelist works, and I know it supercedes any blacklists, which I have had no overlapping conflict.  But I can't get anything blocked with this feature, and I'm surprised I don't see anything about it in the forums.
